HQX is a Stuffit archive type used for preserving the Mac resource fork of files when moving Mac files over a network.
Stuffit (Expander) does inflate such files. The Expander is available for free and was included with some vintage MacOS versions.
If you happen to have a OSX appliance, The Unarchiver is also a good choice. http://unarchiver.c3.cx/unarchiver
HQX files have to be expanded in MacOS because the resulting file is usually damaged by "foreign" file systems.

I've always wondered why NTFS can't just place named forks into alternate data streams. Seems like an obvious match. Handling named forks on Linux would be trickier, but Windows with NTFS already has a perfectly good system for handling this. Problem is, the file handling APIs for copy/move/etc. don't recognize ADS, so you'd need a third party app that knows how to grab the resource stream in order to do anything with it.
