ShapeShaver still not starting ....

I am trying to have SheepShaver running on my Mac Sierra for the last two weeks. I have no idea what is the problem. I already followed the instruction on another post with the same title with no luck. The file called "MAC OS ROM" is a copy of the file "2003-04-03 - Mac OS ROM 10.2.1....
