For D9 you may look here, where people shared info about their trials:
http://macintoshgarden.org/apps/copland ... ls-edition
I don´t think Copland can be easily emulated on Intel rigs as the OS seems to rely on a very limited set of MPC 601 cpus.
SheepShaver won´t do as its not completely emulating the MPC60X.
Qemu is emulating the much more recent G4.
You can use any of the following computers to run this release of Copland (D9):
■ Power Macintosh 6100/60 and 6100/66
■ Power Macintosh 7100/66 and 7100/80
■ Power Macintosh 8100/80 and 8100/100
IMPORTANT
This release of Copland will not run on the Power Macintosh 8100/110.

That's for Copland DP9 though; DP11 has a slightly different set of requirements.

However, most of the DPs and alphas require bootstrapping System 7 (7.1?) to get Copland loading. So whatever you're emulating has to first run the Mac System that can boot into Copland AND the emulator needs to support the specific hardware they were developing against.
