Is there any way that I can run Leopard or Snow Leopard? Maybe with a different program?

You could use VirtualBox, Parallels Desktop or VMware (the last two being commercial software) to run it in a virtual machine. I'm using Parallels to run Snow Leopard. Works fine.

An X86 virtual machine is nice to have, if you want it on your existing PC.
Also Snow Leopard can be set up easily on an old rig with the help of Nawcom´s Mod CD and a Snow Leopard 10.6.3 DVD from Apple.
The CDs were still for sale when I looked last time and the Mod CD should be available online.
For the hardware, look for a Intel Core2Duo with GMA950 chipset.
I still have a T60 notebook set up that way. ;)

Options:
Leopard PPC: qemu ppc 2.8 special build (linked on here)
Leopard x86: Core 2 Duo host: any virtualization environment
More recent hardware: Linux host with kvm and qemu x86, Parallels Desktop, or a hacked version of VMWare Fusion
Leopard Server x86: Parallels Desktop or VMWare Fusion
Snow Leopard: VirtualBox, Parallels Desktop or Hacked VMWare Fusion
Snow Leopard Server: as above.
