Is there an alternative way to get it? I tried the PearPC control panel, but after the first use, It stopped working.

Better to just use a text editor with the config file. Virtualbox GUI hasn't been updated in a long time, and likely has issues with both Windows 10 and PearPC 0.5 and later.

I already did that. I'm having a hard time finding an easy-to-boot disk image. I am also wondering if pear PC can emulate mac OS 7.0 - 9.0 because I can't get basiliskII or SheepShaver to work. I am currently only able to use Mini vMac for emulation.

I also can't get PearPC to run. It disappears as soon as I open it, which is why I'm looking for Virtualbox GUI.

The GUI is just a front end for PearPC; it won't provide you with anything bootable; it just provides a graphical interface for configuring your already-existing virtual Macs. You need to set up the emulators as per the instructions on the Wiki here.
