Is there any equivalent to ReactOS or Wine for macOS?

Anything not about Mac emulation.

Is there any equivalent to ReactOS or Wine for macOS?

I wonder if is there anything like Wine or ReactOS that doesn't run the OS, but the apps itself, like what Wine does in Linux or what ReactOS attempts to do, a clone of Mac OS (Classic) but for common Intel PCs.

Yes. Wine supports macOS.

No.
Darling runs macOS binaries, but it's still a work in progress.
Executor does the same for Classic.

At the risk of stating the obvious, Wine in Linux and ReactOS both generally run x86 code on an x86 computer. As the Classic Mac OS ran on either a PowerPC or 68k, emulation of the CPU (and much of the hardware) will inevitably be required on an Intel PC.
