You probably run BasiliskII from the location where the zip archive was downloaded and expanded. A security feature in macOS will prevent it from running and using the associated files.
Try this:
- Copy the BasiliskII application (only the application itself) to a different location, like your desktop
- Delete the original application
- Move the copy back to where the original was
The copy should now run as expected.
(You do what many seem to do, run applications or use files while they still reside in the Downloads folder. The Downloads folder is where downloads end up. From that folder one is supposed to move, copy, or install the downloaded material to the location where it will be used.)
I've been having the same issues with the same build on an Intel Mac running macOS 11.6. I've put a file next to the .app bundle: `PERFORMA.ROM`, as I understand I am supposed to do, however the app immediately closes on launch. There is no error dialogue about security, so I think that's not the issue here. I wonder if it cannot find the ROM file?
[EDIT: It could not find the ROM file. Naming it simply `ROM` gets me past this stage, and the application now launches]

The setup guide assumes that BasiliskII GUI is used first to configure the settings before any attempt is made to launch BasiliskII. Then the path to the rom file will be saved in the prefs file before BasiliskII is launched and the name of the rom file will be irrelevant.
If no path to the rom file is available in the prefs file, BasiliskII will find a rom file named "ROM" in the same location.
The OP issue was different, because there the path to the PERFORMA.ROM was saved in the prefs file.
