Gemulator Explorer version 2.03 without ASPI on windows 7 ultimate 64bit, has greyout buttons. I was trying to write UTILITY.IMG from MACUTILS.rar by accesing write to disk (thus putting it to a hdd).

What are you trying to achieve finally?
There are some ways to write Mac HFS disks from Windows, RawWrite for example.
Usually the oldies will need a 32bit OS to work. That includes the Advanced SCSI Programming Interface, AFAIK.
A really nice set up to handle Mac disk (images) from a Windows is Basilisk II Build 142.
Cat_7´s re-built DL is working with 64bit Windows (except for CD-ROM support) and the emulator does read write Mac HFS HD floppies.
Mac disk images can be mounted via the GUI of course.
If you should own a 32bit Windows box with a SCSI HBA and ASPI installed, you will be able to handle all kinds of Mac SCSI devices.

The grey button is no more when i acces a externat floppy drive by usb cable on windows 7 ultimate.
My Powerbook 150 floppy drive and hdd died and ai have a 2.5 Toshiba 6007 MB, which i divided in three (aprox. 2gb per partition). Below is the thread i made.

I managed to make the older hdd working, by moving the actuator near the parking space, but the hdd doesn't have a plastic piece for the parking space, so i didn'd move the actuator to much on the outside parking space. The scond time i moved it with my nail when the hdd disk was moving and it was recognised in UEFI bios but not when i restarted windows 7 ultimate again.

I guess Gorgonops and 68kmla are the right address for resurrecting your PB150.
Are you ready to buy an Apple CD ROM drive to connect to your PB via the HDI-30 SCSI port?

With those two items, your PB should boot e.g. from a retail System 7.5 CD-ROM.
Initialising and formatting your Toshiba HDD may still be troublesome.
You might also consider replacing the Apple Superdrive, there are some new for sale:

The device looks right to me, but you should make sure by checking the part number of your defunct drive.
Other than that, I would look for a helper Mac.
Much depends on what kind of other computers you can access, which may serve as helper Mac.
I would copy over a 7.5 or 7.6 System onto your Toshiba HDD install it in the PB and hope for the best.

Next you want a machine that is capable of formatting your IDE drive as HFS and is able to write the files from the image above to hdd.
The obvious helper would be a Mac with free IDE slot.
As written above, Basilisk II Build 142 and Windows XP should do the trick.
A virtual machine running Leopard Server and a USB-2-IDE adapter should do too.

OSX 10.6 to macOS 10.14 do run 10.5 Server fine with the help of VMWare Fusion.
